Key Responsibilities
1. Project Planning & Delivery Control
- Establish and maintain effective project planning, monitoring, and control systems for both design and site supervision assignments.
- Ensure approved baselines for scope, schedule, resources, and deliverables.
- Track progress against plan and lead timely corrective and recovery actions.
2. Design Deliverables Management
- Ensure proper planning and control of design outputs, including calculations, drawings, reviews, QA, and submissions.
- Monitor design progress against milestones and prevent last-minute submissions through advance tracking and escalation.
- Coordinate closely with Design, Drafting, QA, and Project Managers to maintain delivery discipline.
3. Site Supervision & Execution Oversight
- Oversee PMO support to site supervision projects through progress tracking, issue escalation, deployment coordination, and execution follow-up.
- Monitor contractor progress, key site risks, bottlenecks, and supervision effectiveness.
- Ensure site reporting is timely, consistent, and actionable.
4. Performance Monitoring & Reporting
- Develop and maintain project dashboards covering schedule, deliverables, resource use, risks, and key commercial indicators.
- Implement a red-flag system for delays, bottlenecks, and critical issues.
- Provide periodic fact-based reports to management for timely decision-making.
5. Coordination & Resource Management
- Ensure effective coordination between site teams, design office, QA, finance, and management.
- Support allocation and mobilization of the right resources at the right time.
- Identify gaps in staffing, sequencing, or support and escalate accordingly.
6. Commercial & Contract Oversight
- Monitor alignment of project progress with invoicing, certifications, cash flow visibility, and budget performance.
- Provide oversight on contract administration matters, including variations, claims, and EOT tracking, while line responsibility remains with the concerned project/contract managers.
- Highlight commercial and contractual risks for management action.
7. Quality, Risk & Compliance
- Ensure PMO systems support implementation of QA/QC requirements, risk registers, and compliance obligations across projects.
- Track rework, non-conformities, delays, and recurring delivery failures.
- Support implementation of HSE and project compliance reporting where applicable.
8. PMO Systems & Continuous Improvement
- Standardize PMO procedures, templates, controls, and reporting formats.
- Improve digital reporting, document control integration, and management visibility.
- Promote practical lessons learned and process improvements to enhance delivery performance.
9. Proposal & Mobilization Support
- Support proposals and project startup through review of schedules, staffing plans, work methodologies, and mobilization readiness.
10. Leadership
- Lead PMO staff and promote a culture of ownership, early completion, coordination, and disciplined project delivery.
- Mentor Project Managers, Resident Engineers, and PMO personnel in project control and execution practices.
