Position Summary

The Chief Resident Engineer (CRE) is responsible for leading the construction supervision team and ensuring that all dam construction activities are executed in accordance with approved designs, technical specifications, contract documents, quality standards, safety regulations, and project schedules. The CRE acts as the Engineer's Representative under the contract and serves as the primary liaison between the Client, Contractor, Consultant, and other stakeholders.

Key Responsibilities

Project Management

  • Lead and manage all site supervision activities.
  • Ensure project execution complies with approved drawings and specifications.
  • Monitor project progress against the approved schedule.
  • Identify delays and recommend corrective actions.
  • Coordinate with Project Director regarding project performance.
  • Conduct regular progress review meetings.
  • Ensure timely completion of project milestones.

Construction Supervision

  • Supervise construction of:
    • Earth-fill Dams
    • Concrete Gravity Dams
    • RCC Dams
    • Spillways
    • Intake Structures
    • Outlet Works
    • Diversion Tunnels
    • Power Intake Structures
    • Canal Systems
    • Irrigation Structures
  • Verify construction methods comply with contract requirements.
  • Review and approve construction methodologies.
  • Monitor contractor performance.

Contract Administration

  • Administer FIDIC Conditions of Contract.
  • Review contractor's claims and variations.
  • Evaluate Extension of Time (EOT) requests.
  • Prepare recommendations for contractual matters.
  • Review Interim Payment Certificates (IPC).
  • Certify completed works.
  • Maintain contractual correspondence.

Quality Assurance & Quality Control

  • Ensure implementation of QA/QC procedures.
  • Review laboratory testing reports.
  • Verify construction materials meet specifications.
  • Conduct quality inspections.
  • Review Non-Conformance Reports (NCRs).
  • Ensure corrective actions are implemented.

Health, Safety & Environment (HSE)

  • Ensure compliance with project HSE Plan.
  • Promote zero-accident culture.
  • Monitor environmental compliance.
  • Ensure contractor follows safety regulations.
  • Participate in safety audits.

Technical Responsibilities

  • Review design modifications.
  • Resolve technical site issues.
  • Review shop drawings.
  • Approve method statements.
  • Review material submittals.
  • Coordinate with design engineers.
  • Verify engineering calculations where required.

Stakeholder Coordination

  • Coordinate with:
    • Client
    • Contractors
    • Government Authorities
    • Design Consultants
    • Utility Agencies
    • Local Communities
  • Attend coordination meetings.
  • Prepare meeting minutes.
  • Resolve technical disputes.

Project Monitoring & Reporting

Prepare and submit:

  • Daily Reports
  • Weekly Reports
  • Monthly Progress Reports
  • Executive Progress Reports
  • Risk Assessment Reports
  • Delay Analysis Reports
  • Cost Monitoring Reports
  • Quality Reports

Team Leadership

  • Lead Resident Engineers.
  • Supervise Assistant Resident Engineers.
  • Manage Quantity Surveyors.
  • Guide Material Engineers.
  • Supervise QA/QC Engineers.
  • Coordinate Survey Teams.
  • Mentor junior engineers.

Qualifications

  • B.Sc./B.E. in Civil Engineering (Mandatory)
  • M.Sc./M.E. in Civil Engineering / Water Resources (Preferred)
  • Valid registration with Pakistan Engineering Council (PEC)

Experience

  • Minimum 18–20 years of professional experience.
  • At least 08 years in construction supervision of large water resource projects.
  • Experience in:
    • Large Dams
    • Reservoirs
    • Irrigation Projects
    • Canal Systems
    • Spillways
    • Hydraulic Structures
  • Previous experience as:
    • Chief Resident Engineer
    • Resident Engineer
    • Team Leader
  • Experience on donor-funded projects (World Bank, ADB, JICA, USAID, etc.) is highly desirable.
