Qualification and Experience
- Engineering Graduate (Civil preferred).
- 10+ years relevant experience in consulting/expert resource management.
- Strong background in staffing for IFI/donor-funded projects.
- Excellent communication, documentation & coordination skills.
Key Responsibilities
Expert Deployment & Mobilization
- Manage complete deployment lifecycle from mobilization through project completion.
- Coordinate expert assignments, ensuring timely availability and smooth transitions.
- Oversee contract negotiations, agreements, and documentation for expert engagements.
- Ensure full compliance with legal, regulatory, and organizational requirements.
- Monitor expert performance and address any deployment-related challenges.
Stakeholder Collaboration
- Collaborate closely with project managers, technical teams, and business development units to understand expert requirements.
- Liaise with consultants and external partners to fulfil specialized expertise needs.
- Coordinate with HR, finance, and legal departments to ensure seamless expert onboarding and management.
- Facilitate communication between experts and internal teams throughout engagement periods.
Bidding & Proposal Development
- Support the bidding process by identifying and matching appropriate experts to bidding requirements.
- Prepare comprehensive expert profiles, CVs, and technical competency documentation for proposal submissions.
- Coordinate with the bidding team to ensure timely availability and commitment of proposed experts.
- Review tender documents to assess expert requirements and resource feasibility.
- Develop staffing plans and organizational charts for bid proposals.
- Assist in preparing technical proposals, methodology sections, and team composition narratives.
- Ensure compliance of expert qualifications evaluation criteria as per bidding requirements.
- Coordinate expert endorsements, commitment letters, and statements of availability for bids.
- Participate in bid strategy meetings and contribute resource management insights.
- Maintain a pipeline of pre-qualified experts for quick response to bidding opportunities.
- Track bid success rates and analyze expert-related factors contributing to wins/losses.
- Support cost estimation by providing expert rate information and deployment requirements.
Expert Database & Portfolio Management
- Develop, maintain, and continuously update comprehensive databases of national and international experts.
- Manage and curate expert CVs, portfolios, and professional credentials for proposal submissions.
- Ensure all expert profiles are current, accurate, and aligned with the organization's Centre of Excellence (CoE) framework.
- Implement quality control measures for expert documentation and qualification records.
- Create categorization systems for easy retrieval and matching of experts to project requirements.
Recruitment & Selection
- Lead end-to-end recruitment processes for technical and subject matter experts across various disciplines.
- Lead Development and implementation of sourcing strategies to identify top-tier national and international talent.
- Lead screening, evaluation, and selection processes.
- Establish and maintain relationships with professional networks, academic institutions, and industry associations.
- Design assessment frameworks to evaluate expert competencies and suitability for specific project requirements.
Centre of Excellence (CoE) Alignment
- Align expert database structure and capabilities with RHC's Centre of Excellence framework.
- Contribute to the development and enhancement of CoE standards and best practices.
- Identify gaps in expertise and recommend strategies to build organizational capabilities.
- Support knowledge management initiatives by capturing and sharing expert insights.
Compliance & Quality Assurance
- Ensure all expert engagements comply with contractual obligations, labour laws, and company policies.
- Maintain accurate records of expert credentials, certifications, and performance evaluations.
- Implement quality assurance processes for expert selection and deployment.
- Prepare regular reports on expert resource utilization, availability, and performance metrics.
